Scholar Farid Hafez, who has recently faced a prosecution campaign<\/a> by the government of Austria, asks himself in this article (originally published by the newspaper the Middle East Eye<\/a>) about the reasons behind the growing stances against Political Islam that are being adopted by public authorities all across Europe.<\/strong><\/p>\n

A spectre is haunting Europe: the spectre of political Islam. From France\u2019s fight against \u201cIslamo-leftism<\/a>\u201d to Austria\u2019s battle against \u201cpolitical Islam<\/a>\u201d, Muslims and Muslim anti-racist civil society groups are coming under more and more pressure from state authorities.<\/p>\n

In\u00a0both countries<\/a>, governments have shut down NGOs and mosques, limited freedom of expression, and\u00a0raided<\/a>\u00a0homes and institutions under the pretext of the \u201cwar on terror\u201d. Such measures intensified after terrorist\u00a0attacks<\/a>\u00a0were\u00a0carried out<\/a>\u00a0last year.<\/p>\n

\"\"<\/a><\/p>\n

In Germany, Chancellor Angela Merkel\u2019s Christian Democratic Union (CDU) appears set to follow in the footsteps of French President Emmanuel Macron and Austrian Chancellor Sebastian Kurz. While Macron was met with harsh\u00a0international criticism<\/a>\u00a0for his anti-Muslim legislation, Kurz\u2019s initiatives went\u00a0nearly unnoticed<\/a>. But they all seem to follow the same playbook, claiming to protect the majority of peaceful and law-abiding Muslims while targeting only the \u201cdangerous\u201d Muslims.<\/p>\n

This crusader rhetoric does not come out of thin air. Statements like these build on a long and problematic history of ‘countering violent extremism’<\/p><\/blockquote>\n

In reality, they are dramatically widening the group of potentially “dangerous Muslims”.<\/p>\n

According to a recent\u00a0publication<\/a>\u00a0by the CDU\/CSU alliance in the German parliament: \u201cIslamism is not confined to a certain number of violent menaces. The ideology behind it is poison for our liberal society. It endangers integration and social cohesion by inciting Muslims against our democracy.\u201d<\/p>\n

This crusader rhetoric does not come out of thin air. Statements like these build on a long and problematic history of \u201ccountering violent extremism\u201d and \u201cderadicalisation programmes\u201d, which emerged after the \u201cwar on terror\u201d was initiated two decades ago.<\/p>\n

State surveillance<\/h3>\n

A more recent development has been the broadening of the notion of \u201ccountering violent extremism\u201d to include the targeting of \u201cnon-violent extremism\u201d. The latter term implies that non-violent Muslim groups share the same goals as violent ones, and\u00a0differ only in methodology<\/a>, as noted in a Bavarian intelligence report.<\/p>\n

\"\"<\/a>This term is used to exclude Muslim organisations from civil society by targeting Muslim associations that work within the western democratic political order and reject violence. According to the report, these legal, non-violent means include operating \u201ccultural associations and mosques, which serve to recruit members on the one hand and to spread their ideology on the other hand. Through their umbrella organisations, they try to offer themselves to the state as the mouthpiece of Muslims.\u201d<\/p>\n

This concept targets mainstream Muslim groups, rather than subversive movements hiding in the shadows. Most mainstream Muslim associations have been subjected to\u00a0state surveillance<\/a>\u00a0for years in Germany. A general suspicion underlies this discourse, treating Muslims with mistrust and cynically questioning their integrity.<\/p>\n

The term being applied broadly is \u201cpolitical Islam\u201d, but not in the way academics would use it to differentiate between diverse manifestations of the intersection of politics and religion. The problem with the vague term \u201cpolitical Islam\u201d in countries such as Austria is that the government uses it to criminalise Muslim practices and to silence Muslims who express political opinions critical of the government.<\/p>\n

In a sense, it has become the intellectual foundation upon which to institutionalise a general demonisation of Muslims, reminiscent of\u00a0Joseph McCarthy\u2019s witch hunt<\/a>\u00a0in the 1950s against Black and leftist groups under the banner of anti-communism.<\/p>\n

Hardline positions<\/h3>\n

The goal is to surveil Muslims as much as possible, violating secular notions of separating state powers and religious communities.<\/p><\/blockquote>\n

The growing\u00a0hardline positions<\/a>\u00a0of European countries such as Austria, France and Germany seem to be coming in tandem. Last October, a group of well-known authors and politicians from Germany\u2019s CDU\/CSU signed an open letter that proposed\u00a0five recommendations<\/a>\u00a0for \u201cstrengthening the free democratic basic order in the face of political Islam\u201d. The letter\u00a0noted<\/a>: \u201cIt is high time to face the problems of the immigrant society openly and not to be intimidated by unfounded accusations of alleged Islamophobia.\u201d<\/p>\n

Similar to France\u2019s culture war against gender, postcolonial and racism studies, these scholars were trying to immunise the status quo against any critique.<\/p>\n

Did this letter gain traction because of the attacks in France and Austria last year? Not really, for the claim is that \u201cpolitical Islam\u201d is much more dangerous than militant violence stemming from Muslims.<\/p>\n

The\u00a0five recommendations<\/a>\u00a0include establishing a \u201cdocumentation centre\u201d based on the Austrian model, in which \u201cthe structures, strategies and financing of political Islam are analysed and disclosed\u201d; the establishment of 10 university chairs dedicated to analysing the structures of \u201cpolitical Islam\u201d in Germany; and the establishment of an expert group within the interior ministry to make recommendations in the fight against political Islam.<\/p>\n

\"\"<\/a><\/p>\n

Such ideas raise serious questions. Austria\u2019s\u00a0Documentation Centre<\/a>\u00a0is largely run by hawkish law-and-order figures who have a long history of supporting anti-Muslim legislation, including people like\u00a0Mouhanad Khorchide<\/a>,\u00a0Susanne Schroter<\/a>\u00a0and\u00a0Lorenzo Vidino<\/a>.<\/p>\n

The recent CDU\/CSU\u00a0position paper<\/a>\u00a0also argues that state authorities should stop supporting associations that fall under the category of \u201cpolitical Islam\u201d, and proposes creating a “German imam”,\u00a0designed to be a Germany-trained student\u00a0who is attached first and foremost to German national identity and thus reproduces the existing power structures. The paper also calls for stricter financial controls on Muslim groups.<\/p>\n

The goal is to surveil Muslims as much as possible, violating secular notions of separating state powers and religious communities. As similar measures have not been enacted against other religious communities, it seems that Muslims are being singled out as targets yet again.<\/p>\n
