This request led to a deep European crisis that for 20 days has left the ship adrift.<\/strong><\/p>\n<p>Finally, on August 30<sup>th<\/sup>, its adventures (at least in this first stage) came to an end with the arrival of the seagoing vessel \u201cAudaz\u201d to Spain, which transported the 15 refugees that Spain had agreed to receive. The distribution of refugees among the different States was one of the reasons of conflict between the European States (finally, the 124 people rescued will be distributed between Luxembourg, France, Spain, Germany and Portugal), as was the choice of the port in which to dock (which also determines the country that will be in charge of the asylum proceedings). However, the main reason for conflict had a symbolic weight. As expressed by Matteo Salvini, Deputy Prime Minister of Italia: \u201cItaly is not willing to be <a href=\"https:\/\/www.infolibre.es\/noticias\/mundo\/2019\/06\/27\/italia_intercepta_aborda_sea_watch_frente_puerto_lampedusa_96429_1022.html\">the gateway<\/a>\u201d to Europe\u2019s immigration. Thus, this crisis has shown, once again, two facts.<\/p>\n<p><a class=\"post-gallery cboxElement\" href=\"http:\/\/twistislamophobia.org\/wp-content\/uploads\/2019\/09\/Mediterr\u00e1neo_Open-Arms_0.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-6133\" src=\"http:\/\/twistislamophobia.org\/wp-content\/uploads\/2019\/09\/Mediterr\u00e1neo_Open-Arms_0-1024x684.jpg\" alt=\"\" width=\"620\" height=\"414\" \/><\/a><\/p>\n<p>First of all, the European Union\u2019s lack of solidarity with the refugee population. No European country wants to become the bulwark of refugee reception, nor they want to be identified like that. If we look again at <a href=\"https:\/\/www.europapress.es\/internacional\/noticia-salvini-celebra-anuncio-algeciras-puerto-desembarco-open-arms-quien-resiste-vence-20190818135741.html\">Salvini\u2019s statements<\/a> once it was made clear that the Open Arms wouldn\u2019t dock in Italy, he expressed: \u201cGood news. Whoever resists, wins. One against all. (\u2026) The Spanish government opens its ports\u201d.<\/p>\n<p>Secondly, once again, we witness the lack of a coherent migration and asylum policy for the EU. Its institutions have repeatedly shown their lack of will to impose a solution to its member States. Not only they did not comply with the initial number of refugees\u2019 to accept, but their half-hearted response to this summer\u2019s crisis contributes to stress this image of indifference. This apathy contrasts with the aggressiveness of a xenophobia that spreads savagely across all the parliaments of Europe.<\/p>\n<blockquote><p>The Spanish government\u2019s position is not very different, another reflection of the incoherence and indecision on how to face the refugee crisis.<\/p><\/blockquote>\n<p>The Spanish government\u2019s position is not very different, another reflection of the incoherence and indecision on how to face the refugee crisis. The government\u2019s reluctance to let the ship dock (it even threatened it with a fine of 901,000 \u20ac if they did), is not very different to the Right-wing opposition\u2019s complains, with the Popular Party (the main opposition party) speaking of the dangers of a \u201ccall effect\u201d, and VOX (the Spanish far-right party) sympathizing with the Italian policies. In fact, on August 29<sup>th<\/sup>, when the Spanish Vice-President Carmen Calvo explained the case to the Congress, <a href=\"https:\/\/www.eldiario.es\/desalambre\/mentiras-Abascal-debate-Open-Arms_0_936507117.html\">VOX referred took the chance to<\/a> refer to a \u201cmigratory wave\u201d, their misuse of social benefits, the risk of \u201cterrorist infiltration\u201d, or, again, the \u201ccall effect\u201d for refugees. Thus, it referred to all the same ghosts used by the European far-right to talk about immigration.<\/p>\n<h3>A legal duty to render assistance<\/h3>\n<p>However, as claimed by activists and a part of the press, these political positions clash with the international jurisdiction, and the duty to rescue at sea. It also clashes with the \u201cright to life\u201d claimed by the Universal Declaration of Human Rights and the Council of\u00a0Europe&#8217;s\u00a0European\u00a0Convention on\u00a0Human Rights, among many other conventions.<\/p>\n<p><a class=\"post-gallery cboxElement\" href=\"http:\/\/twistislamophobia.org\/wp-content\/uploads\/2019\/09\/Mediterr\u00e1neo_Open-Arms_1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-6131\" src=\"http:\/\/twistislamophobia.org\/wp-content\/uploads\/2019\/09\/Mediterr\u00e1neo_Open-Arms_1.jpg\" alt=\"\" width=\"640\" height=\"427\" srcset=\"https:\/\/twistislamophobia.org\/wp-content\/uploads\/2019\/09\/Mediterr\u00e1neo_Open-Arms_1.jpg 640w, https:\/\/twistislamophobia.org\/wp-content\/uploads\/2019\/09\/Mediterr\u00e1neo_Open-Arms_1-300x200.jpg 300w, https:\/\/twistislamophobia.org\/wp-content\/uploads\/2019\/09\/Mediterr\u00e1neo_Open-Arms_1-620x414.jpg 620w, https:\/\/twistislamophobia.org\/wp-content\/uploads\/2019\/09\/Mediterr\u00e1neo_Open-Arms_1-192x128.jpg 192w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/a><\/p>\n<p>It also contradicts all the ethical and moral principles that Western democracies claim to represent. Not only are European countries turning their back on refugees, but we are also witnessing a real campaign of <a href=\"https:\/\/www.lamarea.com\/2018\/05\/07\/la-criminalizacion-de-la-solidaridad-en-el-mediterraneo\/\">criminalization of the NGOs<\/a> working in the Mediterranean Sea. Many of them have been forced to suspend their activities, while activists are judged under human trafficking charges. Such is the case of Spanish <a href=\"https:\/\/www.eldiario.es\/desalambre\/Helena-Maleno-sigue-esperando_0_826617614.html\">activist Helena Maleno<\/a> in Morocco, or the trial against the three Spanish <a href=\"https:\/\/elpais.com\/politica\/2018\/05\/06\/actualidad\/1525587612_887919.html\">firemen<\/a> working in rescuing activities in Greek\u2019s waters. For now, fortunately, all of them have been absolved. In 2017, the former <a href=\"https:\/\/www.lasexta.com\/noticias\/nacional\/zoido-pide-perdon-a-las-ong-tras-insinuar-su-relacion-con-la-inmigracion-ilegal_201707135967e7220cf213125beebf8d.html\">Spanish Ministry of Interior,<\/a> Juan Ignacio Zoido, had to apologize for suggesting such a link. Today, two years later, we can see that these type of negative associations have not changed.<\/p>\n<h3>A well-known situation<\/h3>\n<p>It is not the first time that we witness this kind of situation, both regarding the difficulties faced by NGOs and, more importantly, the humanitarian crisis that we are living in the Mediterranean.<\/p>\n<p>The<a href=\"https:\/\/data2.unhcr.org\/en\/situations\/mediterranean#_ga=2.141498226.1734040811.1567157796-952812272.1566983791\"> UNHCR, the UN Refugee\u00a0Agency,<\/a> estimates that, approximately, 2,277 people died in the Mediterranean in 2018. In the current 2019, despite a decrease in deaths, we still have reached the horrifying number of 894 deaths. In fact, on August 27<sup>th<\/sup>, while we celebrated the \u201csolution\u201d of the Open Arms crises, the Libyan authorities informed of a <a href=\"https:\/\/www.france24.com\/es\/20190828-acnur-inmigrantes-desaparecidos-naufragio-libia\">new shipwreck<\/a> that had left, they believed, at least 40 deaths.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"es\">Un <a href=\"https:\/\/twitter.com\/hashtag\/11Oct?src=hash&amp;ref_src=twsrc%5Etfw\">#11Oct<\/a> de 2013 al menos 268 personas murieron ahogadas cerca de Lampedusa despu\u00e9s de que autoridades de Italia y Malta no acudieran a su rescate, pese a recibir varias llamadas de socorro. Cinco a\u00f1os despu\u00e9s seguimos igual o incluso peor. <a href=\"https:\/\/t.co\/dIDTs91yIj\">pic.twitter.com\/dIDTs91yIj<\/a><\/p>\n<p>\u2014 CEAR (@CEARefugio) <a href=\"https:\/\/twitter.com\/CEARefugio\/status\/1050338407828852736?ref_src=twsrc%5Etfw\">October 11, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Already in 2013, a recording leaked by the Italian journal <a href=\"http:\/\/espresso.repubblica.it\">L\u2019Espresso<\/a> showed how the Maltese and Italian authorities refused to rescue a shipwreck. Their reluctance to act and their efforts to pass the issue to the opposite coastal authority led to the tragic death of the 268 people that were on the boat. Despite the more positive ending, the situation lived this summer is not very different from that of 2013. Six years later, the attitude of the European governments hasn\u2019t changed.<\/p>\n<p>We live in a growingly interdependent world, in which borders should be more porous and open. And in spite of this, governments are growing more selfish and individualistic.
