\"Processed<\/a>A policy paper issued by the Air Force Research Laboratory, titled Countering Violent Extremism:\u00a0Scientific Methods & Strategies<\/em>, includes a chapter setting forth controversial and\u00a0unsubstantiated theories of radicalization, including the idea that\u00a0support for militant groups\u00a0is driven\u00a0by \u201csexual deprivation\u201d and that headscarves worn by Muslim women represent a form of\u00a0\u201cpassive terrorism.\u201d<\/p>\n

The paper, first published\u00a0in 2011, was reissued by the Air Force lab this past summer following President Obama\u2019s announcement of a national counter-extremism strategy. This\u00a0January, the revised copy was published<\/a>\u00a0online by\u00a0the open source research website Public Intelligence. A\u00a0preface for\u00a0the revised report cites a summit convened by\u00a0Obama on extremism as a reason for revisiting\u00a0the subject, adding that \u201cthe wisdom contained in this paper collection is more relevant than ever.\u201d<\/p>\n

Many of the articles contained in the document\u00a0have\u00a0scholarly merit and are written by academics and researchers in the field of counterterrorism. But\u00a0a chapter titled \u201cA Strategic Plan to Defeat Radical Islam,\u201d written\u00a0by Dr. Tawfik Hamid,<\/a> a self-described former Islamic extremist and fellow at the Potomac Institute for Policy Studies,\u00a0contains a number of bizarre prescriptions for\u00a0how to defeat terrorism, few of which appear to be supported by empirical evidence<\/p>\n

\"Terrorism\"<\/a>Among Hamid\u2019s\u00a0claims are that\u00a0support for militancy\u00a0is primarily a product of sexual deprivation\u00a0and that terrorism bears relation\u00a0to religious dress. His ideas for combating terrorism thus include \u201caddressing the factors underlying\u00a0[sexual]\u00a0deprivation\u201d among young men, as well as\u00a0\u201cweakening the hijab phenomenon.\u201d Hamid further claims\u00a0that, along with fundamentalist ideology, the \u201chijab contribute[s] to the idea\u00a0of passive terrorism\u201d and represents an implicit\u00a0refusal to\u00a0\u201cspeak\u00a0against or actively resist terrorism.\u201d<\/p>\n

Hamid does not make clear how he reaches these conclusions. On his personal website<\/a>, he\u00a0describes himself as \u201can Islamic thinker and reformer\u201d and says he has a medical degree in internal medicine from Cairo University and a master\u2019s degree\u00a0in cognitive psychology and educational techniques from the University of Auckland. He also claims credit \u201cfor developing one of the most innovative Cognitive Psychology models, the Multi-Dimensional Learning Model<\/a>.\u201d<\/p>\n

Unsubstantiated assertions<\/h3>\n

Two terrorism experts and a professor of Islamic Studies questioned\u00a0the\u00a0assertions in Hamid\u2019s\u00a0chapter of the Air Force white paper, calling\u00a0them unsubstantiated.<\/p>\n

\u201cThis characterization of\u00a0the hijab demonizes millions of women whose reasons for covering have nothing to do with the advocacy of political violence,\u201d says Arun Kundnani,<\/a> a lecturer on terrorism studies at New York University. \u201cThe document as a whole includes some scholars who are serious researchers. However\u00a0it appears the purpose of this chapter\u00a0by Hamid\u00a0is not\u00a0a genuine investigation of the roots of violence, but rather an attempt to\u00a0supply\u00a0national security agencies with bogus surveillance rubrics.\u201d<\/p>\n

Hamid\u2019s\u00a0theory of radicalization states that terrorism stems from a\u00a0lack of sexual activity among\u00a0young men and\u00a0that addressing this issue\u00a0is key to reducing support for militant groups. \u201cI believe young Muslims are motivated\u00a0to join radical groups because of sexual deprivation,\u201d he\u00a0writes, claiming further that \u201caddressing the factors causing deprivation in\u00a0this life can interrupt the radicalization process and reduce the number of suicide attacks by jihadists.\u201d<\/p>\n

An expert\u00a0on the subject of foreign fighters disagrees. \u201cThere is virtually no evidence that sexual deprivation is somehow a cause of radicalization, or suicide attacks,\u201d says Amarnath Amarasingam, a fellow at George Washington University\u2019s Program on Extremism. \u201cFrom my interviews with jihadists in various organizations, it is clear that they are there for a complex variety of reasons.\u00a0To simply attribute\u00a0their motivations to\u00a0sexual depravity is to miss the point entirely.\u201d<\/p>\n
